How to resize images without uploading

About HEIC (High Efficiency Image Container)
HEIC is the format iPhones and iPads have shot in by default since iOS 11 in 2017. It stores photos at roughly half the size of an equivalent JPG, which is why Apple chose it, and it is also why so many websites, Windows PCs and older apps cannot open it.
Windows needs a paid HEVC extension to open HEIC files, most upload forms reject them, and many email clients show them as attachments nobody can open.

Does resizing reduce quality?
Downscaling discards pixels by definition, but done well it looks sharp at the new size. This tool uses high-quality resampling; upscaling is not offered because it cannot add detail.
How do I resize to exact dimensions?
This tool fits within a maximum width or height to preserve proportions. Exact dimensions with cropping are an editor’s job.
What size should I use for the web?
Rarely more than 2,000 pixels wide; 1,200 to 1,600 for most content images; 800 or less for thumbnails.
